# State NIL Compliance Rider (v3 draft) ODR CNTRL State NIL Rider Classification ODR CNTRL classifies each athlete campaign before activation using athlete level, verified state or association guidance, school-policy risk, and reporting obligations. Do not assume high school NIL is broadly clear. If ODR CNTRL does not have current verified guidance for that state or association, campaign stays in manual research review until route evidence is documented. ## Green - Standard permitted review - Use for adult college-athlete or adult-managed campaigns when no verified hold applies and no school, team, or conference restriction is triggered. - Required before activation: NIL Athlete Affiliate Agreement, Parent/Guardian Consent if under 18, State NIL Rider, Campaign Sheet, payment onboarding, FTC disclosure acknowledgment, and no school IP unless ODR research route permits it. ## Yellow - Enhanced review - Use when verified rules allow NIL but add school-IP, booster, collective, disclosure, or reporting limits. - Verified examples: - Georgia high school: no school marks, no school apparel, no member-school facility use, school notice within seven calendar days, and no collective or NIL club compensation. - Michigan high school: no school or conference identifiers, no school facilities, no school-connected entities arranging deals, and disclosure to school/MHSAA within seven days. - NCAA Division I, prospects, JUCO-to-DI, and transfers: NIL Go and related compliance review may apply. - Required before activation: all Green requirements, school or compliance disclosure facts if relevant, no collectives or NIL clubs unless research route allows, no pooled or team-controlled athlete NIL unless research route allows, no coach-controlled participation, and no school logo, uniform, facility, mascot, or team-name use unless ODR research route permits it. ## Orange - Manual state review required - Use for high school campaigns outside ODR CNTRL's currently verified rule set, or when school or association facts have not yet been documented. - Examples: any high school campaign where the applicable state association, district, or school policy has not yet been reviewed and logged by ODR CNTRL research. - Required before activation: state or association rule check, school-policy research where applicable, adult/guardian routing confirmation, and no public launch until the researched route is complete. Collect institution, association, school, NCAA/NAIA, privacy, tax, or immigration facts inside the research route when triggered. ## Red - Hold or reject - Use when launch would conflict with verified guidance or when required legal control is missing. - Verified hold examples: Texas UIL high school brand-affiliate campaigns, under-13 athletes, international student-athletes without work-authorization research, campaigns using school marks without research-route permission, and campaigns where a coach, team, or booster controls athlete payout. - ODR CNTRL will not activate Red campaigns unless ODR research changes the route. ## Texas specific - Texas high school hold: ODR CNTRL does not activate standard high school brand affiliate campaigns for Texas UIL athletes unless ODR research changes the route. - Texas guidance allows certain 17+ prospective collegiate student-athletes to sign NIL agreements only with postsecondary institutions, and agreements with other entities may not be executed until UIL eligibility in the applicable sport is exhausted. ## NCAA / Division I NIL Go - Certain third-party NIL deals of $600 or more may require reporting for Division I athletes, transfers, and high-school prospects planning to play Division I. - Reporting trigger on current NCAA NIL page: high-school prospects planning to play Division I must report third-party NIL deals worth $600 or more since July 1, 2025 or since the start of junior year, whichever is later, within 14 days after starting full-time classes or before the first Division I game, whichever comes first. ## Verified source anchors - NCAA NIL page current as opened July 13, 2026. - UIL NIL Information updated July 15, 2025. - GHSA Appendix N 2025-2026. - MHSAA NIL/PBA overview current as opened July 13, 2026.
